Gets an incident by ID or identifier from xMatters.

Target: xMatters integration target

Account Key: None

Steps:
[] Check if an ID or identifier was provided (if not, end the workflow)
[] Build the relative path
[] Fetch the incident
[] Check if the request was successful:
[]> If it was, extract the incident data and set the output variables
[]> If it wasn't, output an error
