PagerDuty - Add Note to Incident

Adds a note to an existing incident in PagerDuty. This atomic requires the "incidents.write" OAuth API privilege.

Target: PagerDuty integration target (not the "Events API" target)

Steps:
[] Build the request payload
[] Add the note to the incident
[] Check if the request was successful:
[]> If it was, extract the response and set the output variable
[]> If it wasn't, output an error
