Updates a device's tags in Cisco Meraki Systems Manager.

Steps:
- Check if device IDs or serial numbers were provided:
  - If neither was provided, output an error
- Check if a valid action was provided:
  - If it wasn't, output an error
- Build the request payload
- Request to update the device tags
- Check if the request was successful:
  - If it wasn't, output an error
